Walkthrough

Description: The main character is back to his hometown for the first time in several years. It seems the town hasn't changed at all. Boring life like before...? No, it's wrong. He finds a lot of graffiti at school, on the desk, at the corner of the classroom and so on. He soon joins the Graffiti Research Club, which does research or investigate the graffiti found at school. Through various activities, he becomes friends with a lot of students and gradually falls in love with a girl....

Can't seem to launch it. I'm using XP, tried both AppLocale and setting the regional to japanese. Gives me this.

you have to be in japanese mode AND have your "Formats" switched to japanese

THey are in the same place as where you switch to japanese mode

I switched to Japanese mode, installed the game and ran it without any problems. Install (and play) the game while in Japanese mode. (I haven't even touched Formats.)
